Allow golf cart use in city

The City should encourage electric vehicle use (ie streetlegal/ ready golf carts) on neighborhood and city streets.  Many day trips are to and from grocery store, school pick ups etc) and would save the City major polution if it was allowed to use street legal golf carts within City limits.  Certain limits could be set where the golf carts were not allowed, but within the city limits is would seem to be safe.
