ACPS Capacity Issues

What, if any, role do you think that the City Council should play in addressing the capacity issues (too many students for the number of spots in existing elementary schools) currently faced by ACPS?  How do you propose that the City Council should work with the school board and superintendant to address this problem in the short and long term?

With capacity issues in our schools, especially the elementary grades, how can our Jefferson-Houston only house approximately 330 students grades pre-k to 8?  This school is capable of holding 700-800 students, why are we overflowing at the seams at other schools when this one is there, available, and almost vacant?
